この動画は2015年6月にアップされたものです。
ホームレス男性が感じている、現代の人間関係の希薄さとインターネット上での関係性には、ある程度同意できる部分はあるのではないでしょうか。
(彼が実際に友人などとどれくらいの友好関係にあったのかというはさておき…)
アメリカでは賃貸の入居の際には日本以上に厳しい審査が行われていますので、前科を持っている人やホームレス状態の人が通常の賃貸を借りる事は難しくなります。
どのようなハードルがあるのでしょうか?
アメリカの元受刑者ホームレスの語る「前科」
アメリカでの通常の賃貸契約では、犯罪履歴(Criminal History)と信用情報(Credit History)などを調べます。
審査を行うのは日本と同様ですが、犯罪履歴が確認できるアメリカでは前科があると契約が難しいことが多いようです。
ただ、州によって異なりますが、法律上は犯罪歴だけを理由に契約を断ることは難しい場合があるようです(拒否内容によって法廷で貸主側が負けることがある)。
実際には、前科があると信用情報が良くなかったり、他の理由も色々つけて断るのだろうとは思います。
日本でも基本的に前科があることだけを理由に入居審査を落とすことはできません。
しかし、審査内容は基本的に公開されることはありませんので、やはり前科があると審査を落とされることは多いようです(交通事故や交通違反は除く)。
前科者のみならず、ホームレスとなると、日本では連帯保証人の問題や住民票の有無、定職の有無などなど通常の入居審査はまず通りません。
低所得者用に提供されているアパートや、ステップハウスのようなホームレス支援を前提に用意されている賃貸に入るのが一般的です。
住居は人が健康な生活を送るのになくてはならないものの一つです。
日本でのホームレス支援
日本では数多くのホームレス支援団体がありますが、その中に雑誌の販売を通して支援を行う「ビッグイシュー」という団体があります。
